Count them once in the host plan.
Workers, supervisors, managers, owners and administrators who are part of the host organisation count once each in the host’s people total.
Labour-hire workers are usually external to the host organisation’s own people count. The host chooses what digital participation it needs for the work; the host, provider or another approved connected organisation can then be the Billing Sponsor.
Your base organisation plan is based on your own people. When the host expects to pay for labour-hire digital participation, that external access is added in the same Pricing estimator so the buyer can see one combined estimated total.
Workers, supervisors, managers, owners and administrators who are part of the host organisation count once each in the host’s people total.
If a host supervisor or manager needs management / authorised access, that permission sits on the same person already counted in the host total. A Team plan with 10 people and 2 supervisors is still 10 people, not 12.
A supplied labour-hire worker is normally treated as an external person for the host. The host then chooses ongoing digital participation, short-term Safety Access or documents only.
Do not start with product terminology. Start with the person’s practical participation. ONE maps the correct relationship underneath.
Use when the host needs an active digital relationship with the person across ongoing work.
Use for limited digital safety participation. Fair-Fit stops the same relationship rising above A$20 in the 30-day window.
The person does not need to log in or participate digitally in ONE. The external digital-access charge is A$0. Sending the pack is not proof of acknowledgement, induction, training or Ready to Start Work.
The host, labour-hire provider or another approved connected organisation can be the Billing Sponsor. Paying does not make the payer the employer, record owner or authorised decision-maker.
Think of a depot with its own workers, a host supervisor and manager, labour-hire workers and an outside maintenance contractor. ONE keeps each relationship clear.
The host has 8 of its own people. If 1 supervisor and 1 manager are among those 8 and both need management access, the host still has 8 people total — with 2 of the 8 holding management / authorised permissions. The 3 labour-hire workers stay outside that host people total.
Build the combined estimate →ONE identifies or matches the supplied workers. ABC can also be invited to provide its own roster instead of Harbourfield retyping the people.
Harbourfield can pay or nominate ABC Labour Hire as the Billing Sponsor for the digital relationship.
“Harbourfield wants to connect 12 of your workers through ONE.”
ABC sees the host, access type, people and proposed commercial position.
Approve all · Choose workers · Decline
No charge activates merely because the request was sent.
Harbourfield can sponsor the required digital access itself or use Safety Access / the External Safety Pack pathway where that better fits the work.
Applicable duties can overlap and vary by jurisdiction and arrangement. ONE does not transfer those duties. It keeps the records, requirements and authorised decisions connected to the correct relationship.
The provider can brief its people using the pack. ONE records the recipient/version/transmission where supported. That is evidence the pack reached the organisation — not automatic proof each individual worker completed every readiness requirement.
Use worker-level digital access for individual acknowledgement, applicable induction / permit / toolbox / pre-start participation, safety concerns and evidence that the information reached the person.
The distinction protects the buyer from paying for digital access they do not need without pretending a PDF email proves individual readiness.
ONE should not guess legal responsibility from the words “labour hire” or “host”. Duties can overlap and depend on the jurisdiction, the actual arrangement, and who can influence or control the work. ONE instead records who supplied each required piece of information, what remains missing and who must act next.
Provider-side information may include identity, assignment, qualifications, licences, competency information, general training and other records the provider controls.
Host-side information may include the actual task, workplace hazards and controls, local rules, plant, emergency arrangements, induction, permits, pre-starts and changed conditions.
If the supervisor or manager is already one of the host’s own people, management / authorised access is a permission on that same person — not another headcount place. A job title does not automatically grant approval or release authority.
The worker can view released information and complete the applicable acknowledgement, induction, permit, toolbox, pre-start or other enabled participation. Worker acknowledgement does not itself release organisational work.
ONE should identify the same Person/User without exposing another organisation's private information. A matching identity does not automatically make the host relationship free.
The worker's relevant task/site eligibility is re-evaluated and the right organisations see the status change.
ONE identifies the affected hosted workers and contractors rather than forcing the whole network to start again.
The relationship can close while the evidence of what applied during the assignment remains reconstructable.
ONE should make the relationship clearer without pretending there is one universal answer for every jurisdiction or arrangement.
Usually no. Count the host organisation’s own people once in the base plan. A labour-hire worker supplied by another organisation is normally kept separate for the host and only creates an external digital-access cost if the host activates Connected Worker or Safety Access. Documents-only External Safety Pack delivery has A$0 external digital-access charge.
If the supervisor or manager is one of the host’s own people, count that person once in the host people total. If they need management / authorised permissions, assign that access to the same person. It does not create an extra headcount place.
ONE is a platform, not the duty-holder. There should not be a blanket either/or rule. The legal duties depend on the jurisdiction and the actual labour-hire arrangement and can overlap. Commercially, ONE can be held by the provider, the host, both organisations, or a worker's own ONE home where that fits. The important point is that ONE keeps the provider-side and host-side records and authority distinct.
The product model keeps each organisation as the owner/source of the records it controls. A labour-hire provider can manage supplied-worker and assignment information. The host can manage workplace, task, site induction, permit and local-control records. ONE links the relationship and shares only the authorised status or evidence needed for the work.
No. Access should remain need-to-know and purpose-limited. The host can see the information or status authorised for the workplace/task relationship, not unrelated provider or personal records.
First choose what the person needs to do in ONE. Ongoing digital participation is A$20 per active person / organisation / 30 days. Short-term Safety Access is A$5 per active day, Fair-Fit capped at A$20 for the same relationship/window. Documents only has A$0 external digital-access charge. After that, the host, labour-hire provider or another approved connected organisation can be the Billing Sponsor. Payment does not change employment, record ownership, duties or permissions.
No. They serve different purposes. The provider may have its own employment, training and assignment processes; the host may have workplace-specific induction, hazards, access rules, permits and task requirements. ONE connects them without treating one as automatic proof of the other.
The person's identity and provider-held information can remain current while the new host relationship creates a new workplace/task context. ONE should reuse what remains current and ask only for the new relationship and site-specific requirements.
Future access can be removed while the historical assignment and work evidence remain preserved in the appropriate organisation and task histories. ONE is designed to retain traceability without leaving unnecessary ongoing access open.
For Team, Business, Pro and Enterprise, the host can upload a roster or invite the labour-hire provider to supply/manage its roster. ONE matches people and shows the proposed access and cost before any paid relationship is activated.
Use Connected Worker for fuller ongoing management or Safety Access for short-duration participation.
The provider can approve all, approve selected or decline. No charge activates merely because the request was sent.
The host may sponsor instead, use Safety Access where appropriate, or send a controlled External/PDF Safety Pack. Delivery alone does not establish that each individual is Ready to Start Work.
ABC can pay for John's Harbourfield connection without moving Harbourfield's task records into ABC's account. If Harbourfield pays instead, the Pricing estimator can include that external access in Harbourfield's one combined estimate. Payment and permissions remain separate.
